Correctly formatted text

<b>Documentary and Illustrative Material.</b>--1. Thorpe's Constitutions
and Organic Laws, or Poore's Charters and Constitutions, both
published by the Government Printing Office. 2. Pamphlet copies

Possessives (apostrophe-s)

The possessive 's may go inside or outside the markup, depending on how it's been printed in the original book and possible instructions in the Project Comments/Discussion. If the style isn't clear, it's easier to include it within the small-caps tags.
